There are always examples of flops. Sims Online cost $20M plus and flopped. So no, budget in and of itself doesn't mean a great game -- I hope you didn't think that was my point.
Budget does, however, in the hands of the right people, game makers, movie makers, etc., allow them to do some incredible things they otherwise liklely could not have done. This is definitely true for MMOGs. For movies, it depends on the movie. You can make a fantastic movie for not a huge amount of money of it's not one that relies on special effects and such -- say a romance, or a comedy, etc. But I'm talking about a LOTR, Star Wars, etc. type of movie -- to do something like the LOTR movies, you need both talent, passion, and bucks.
