There are no plans for offline selling. The online vendor model works in EQ, and that's the path we're taking.
There does seem to be some confusion about how items are put up for sale, which I'm happy to clear up.
You put items up for sale while in your house. That's the only way to sell items using the automated vendor process, as we do not have a Bazaar zone. You can, of course, stand around and sell items the old fashioned way (i.e. manually), but that's up to you. There are no consignment merchants that sell items for you.
A buyer looking for an item goes to an NPC broker and views what is for sale in a particular market. The broker will either be specific to one city or will be a black-market broker that has access to both. The buyer can then decide to buy through the broker for an additional fee or go to the player's house and buy the item directly. Black market brokers have a much higher transaction fee than city brokers do.
While in vendor mode, other players can come into your house and buy from you. If you're not in vendor mode, your items won't be listed on the broker.
The fastest way to buy an item is through a broker. You can save money by purchasing directly from the player, but then you risk someone else buying the item while you're en route to the house.
Citizens of another city could in theory go to the player's house as well, but they'd have to sneak in through the traitors' entrance and avoid the guards while trying to get to the location of the item they want. In other words, it would be risky and time consuming.
